Police and fire briefs for July 19, 2009

Rape and armed robbery suspect Clifton Hulbert surrendered to police Saturday morning without incident, Baton Rouge police reported. Police had been looking for Hulbert, 25, after he allegedly went into a home in the 600 block of St. Philips St. and robbed four people at gunpoint Thursday night.
